Federal Reserve Board announces enforcement action against American Express Company to address, among other things, the firm’s failure to sufficiently detect and report certain suspicious activity related to money laundering

WASHINGTON—The Federal Reserve Board on Thursday announced an enforcement action against American Express Company to address, among other things, the firm’s failure to sufficiently detect and report certain suspicious activity related to money laundering.

The announcement, released publicly at 4:30 p.m. EDT, highlights ongoing regulatory scrutiny regarding the adequacy of compliance protocols within major financial institutions. According to the central bank, the formal enforcement action comes after federal examiners uncovered critical flaws in how the multinational financial services corporation monitors transactions and flags potentially illicit financial flows.

In addition to the actions taken by the central bank, the Board identified significant deficiencies in how American Express Company’s enterprise-wide anti-money laundering program was implemented. These shortcomings were found to be particularly acute at the firm’s subsidiary national bank, raising broader concerns about oversight, internal controls, and risk management across different operational tiers of the organization.

Reflecting the multi-agency approach to regulating federally chartered financial institutions, the Office of the Comptroller of the Currency, which serves as the primary federal regulator of the firm’s national bank, has issued a separate enforcement action directly against the bank. This coordinated regulatory response underscores the gravity of the compliance gaps identified by federal authorities.

Anti-money laundering regulations, often referred to as AML programs, form a foundational pillar of the modern U.S. financial regulatory framework. These rules require financial institutions to establish and maintain robust internal controls, conduct thorough customer due diligence, and monitor accounts for unusual or suspicious transaction patterns. When transactions meet specific thresholds of concern, institutions are legally mandated to file suspicious activity reports with federal regulators and law enforcement agencies.

The Federal Reserve Board’s latest action is designed to address vulnerabilities in these crucial reporting and detection systems. By compelling the institution to overhaul its compliance mechanisms, the Board’s action will help ensure that the firm operates in compliance with all U.S. laws and regulations, thereby safeguarding the integrity of the broader financial system against illicit actors seeking to exploit institutional blind spots.

Federal enforcement actions of this nature typically require banking organizations to submit detailed remediation plans, enhance their compliance staffing, upgrade technological infrastructure used for transaction monitoring, and subject their internal operations to independent third-party reviews. While the immediate focus remains on correcting the identified deficiencies, such regulatory measures serve as a stern reminder to the broader financial sector regarding the non-negotiable nature of compliance obligations.

As the financial landscape continues to evolve alongside digital payment methods and increasingly sophisticated financial crimes, federal regulators maintain a watchful eye on institutional compliance. The enforcement action against American Express Company marks a significant development in regulatory oversight for the year 2026, signaling that federal authorities will continue to hold major financial institutions strictly accountable for maintaining the highest standards of anti-money laundering vigilance.
