JPMorgan Chase Deploying $5 Billion into Startups in First Year of Security Initiative, Ahead of Schedule

JPMorgan Chase has rapidly accelerated its strategic investments, deploying $5 billion into early-stage startups during the first year of its landmark U.S. security and resiliency initiative. The faster-than-expected pace highlights the nation’s largest bank by assets finding a wealth of viable opportunities within emerging defense, manufacturing, and supply chain sectors.

The major financial institution initially announced last year that it planned to deploy $10 billion into critical startups over the course of a decade. However, given the rapid deployment and robust market demand, JPMorgan co-President Doug Petno revealed in an interview that the bank may ultimately expand the program beyond that initial target amount.

The initiative is spearheaded by Todd Combs, a prominent former Berkshire Hathaway executive and longtime investment lieutenant to Warren Buffett who also served as CEO of GEICO. Combs transitioned to JPMorgan to lead the strategic investment group in charge of navigating startup capital allocations. Petno noted that Combs has "hit the ground running" since joining the bank, executing a seamless transition and positioning the firm in several highly compelling companies.

While the majority of JPMorgan’s startup investments have not yet been publicly disclosed, a couple of prominent stakes illustrate the overarching mission of the project. The initiative is explicitly designed to bolster domestic companies deemed vital for navigating a more dangerous and chaotic era of geopolitics. Reflecting this strategic focus, JPMorgan has acquired direct stakes in high-profile defense-related startups Hadrian and Castelion.

The creation of the initiative by JPMorgan CEO Jamie Dimon one year ago was directly spurred by escalating global tensions. Prolonged conflicts in Ukraine and the Middle East, alongside persistent trade disputes with China, have severely threatened the reliable flow of energy and critical components required for American industries and defense operations. Dimon subsequently placed Petno, widely recognized as one of two key possible successors at the bank, in charge of the overarching investment project. Meanwhile, Combs, who previously served on JPMorgan’s board of directors, reports directly to Dimon.

The scope of the security and resiliency project extends far beyond traditional supply chain, defense, and manufacturing logistics. It also encompasses frontier technologies, pharmaceuticals, and health-tech industries, capturing a wide array of vital domestic capabilities.

Petno emphasized that a multitude of compelling companies are actively working to solve complex logistical and manufacturing vulnerabilities. These early venture-stage, advanced manufacturing companies have successfully engineered ways to build critical capabilities directly within the United States, reducing and eliminating reliance on overseas trading partners.

Illustrating this domestic manufacturing push, JPMorgan helped lead a massive $1.4 billion funding round in August for Hadrian. The defense-tech startup builds automated factories that manufacture high-precision parts for the defense, aerospace, and maritime sectors. According to the company’s founder, a state-of-the-art California factory operated by Hadrian utilizes an advanced ratio of ten robots for every human employee.

Also in August, JPMorgan participated in a monumental $1 billion funding round for Castelion. Founded in late 2002 by a group of former SpaceX engineers, Castelion’s flagship product is a relatively low-cost hypersonic missile named Blackbeard.

Combs underscored the long-term vision of the initiative in a statement, emphasizing a commitment to identifying generational enterprises. He noted that putting more than $5 billion to work in the very first year demonstrates the sheer volume of exceptional businesses currently building industries that strengthen critical national supply chains.

Risky Business?

For JPMorgan, committing billions of dollars in direct equity investments to nascent companies marks a notable departure from its traditional role as a conventional lender and advisor.

Prior to launching the defense-focused initiative, the banking giant had largely stepped away from taking direct equity stakes in startups, which inherently represent relatively risky bets on unproven technologies. More than a decade ago, JPMorgan famously spun off its private equity unit, One Equity Partners.

Despite this strategic pivot into direct venture investing, the bank continues its more traditional financing efforts. According to the institution, JPMorgan has successfully financed and facilitated more than $230 billion for various industries that support core American national interests.

This broader commercial aspect of the security and resiliency project aims to reach a staggering $1.5 trillion over a ten-year period. It is led by Jay Horine, a former co-head of investment banking at the firm. To manage the massive undertaking, JPMorgan assembled a dedicated team of approximately three dozen specialized bankers, backed by hundreds of additional professionals across the firm, as the bank simultaneously expanded the initiative into Europe and Canada.

According to Petno, these bankers are actively mapping distribution lines for key products—ranging from submarines and missiles to advanced aircraft—to identify vital suppliers that may currently lack the necessary capital or production capacity to meet rapidly rising demand. Furthermore, Petno noted that JPMorgan maintains regular communication with both the U.S. Department of Defense and the Department of Commerce to stay closely aligned with federal government needs.
